Harvesting, transplanting spices?

I have been growing them for years, just using them in recipes throughout the summer here in Northeast Ohio. I am not sure when they should be harvested. I have oregano, basil, rosemary, parsley, chives, and lavender. The oregano, chives and lavendar (quite huge now) comes back every year. I hate to see these get wasted. I would also like to give away some or transplant the oregano & lavendar. Is there a special way to transplant? Thanks for any help!
