How can I make an octopus?

I am almost positive that I have seen a picture on the web of a halloween decoration that was an octopus (on top of a house). It would be similar to a giant spider with some notable changes. I've thought garbage bags, but it seems like a lot of taping to get garbage bags into slender arms (with or without the detail of having suction cups), but can't seem to find any example on the internet (darn that al gore for not making this easier for me).
