Why does Mexico's president complain if we want to build a fence, but Mexico builds a fence to the South?

The Mexican president comes here and criticizes the Arizona immigration law and the fact that we want to build a fence. But Mexico's immigration laws are brutal and meanwhile he is building a fence to Guatemala to keep them out of his country.
